Give citizens a real say for the future of the EU in and through sports

Give Sport a Say is a European cooperation project under the CERV – Citizens, Equality, Rights and Values Programme, designed to bring citizens closer to the European Union through grassroots sport.

The Project

The project explores how civil society and the sport movement can contribute to more effective methods of citizens’ engagement and political participation, with a specific focus on EU sport policies and their links to equality, youth and health priorities.

By integrating dedicated activities into already existing sport events and structures, we aim to create accessible and meaningful opportunities for citizens to:

Better understand EU priorities and policy-making processes;

Strengthen their knowledge and skills;

Share feedback and opinions on current and future EU policies;

Actively contribute to bottom-up dialogue and policy change.

Why this matters

The project is based on the recognition that there is often a gap between EU strategic priorities and their practical implementation at local level.

In particular:

EU priorities are not always sufficiently understood by citizens and grassroots actors;

Policy implementation can lack direct input from the grassroots sport movement;

Intersectionality, diversity and inclusion dimensions are not always fully addressed;

Valuable expertise from grassroots sport and academia is not always recognised at higher policy levels;

There is a strong need to stimulate bottom-up participation, informed dialogue and citizen feedback.

Give Sport a Say responds to these challenges by using sport as a democratic space where
citizens can engage with EU values in practical, participatory and community-based ways.

Main objectives

Give Sport a Say has four main objectives:

Objective 1

To stimulate bottom-up dialogue by integrating new and creative activities into already existing sport events, activities and structures.

Objective 2

To increase citizens’ understanding of EU priorities, EU policy-making and consultation mechanisms, while evaluating and strengthening their knowledge on policies related to sport, health, youth and equality.

Objective 3

To collect citizens’ feedback and opinions on existing and future EU policies and empower them to take part in policy change, fostering dialogue between citizens and policymakers.

Objective 4

To build citizens’ knowledge and skills so that they can contribute to the implementation of EU sport policy and act for policy change.

The project is built around an event-based implementation

INFORM Series

AWARENESS & KNOWLEDGE

BUILD CAPACITY Series

SKILLS & COMPETENCE DEVELOPMENT

Activities focused on:

  • training
  • workshops
  • skills development
  • knowledge-building for more active civic participation

ENGAGE Series

PARTICIPATION & POLICY INFLUENCE

Activities focused on:

  • consultations
  • dialogue with stakeholders and policymakers
  • collecting feedback and recommendations
  • supporting citizen participation in shaping future policies

Expected outputs

The project will produce:

Policy recommendations on the future of EU sport policy in connection with health, equality and youth

Guidelines on integrating EU-related activities into sport events

Guidelines on capacity-building
in sport events
